This study explores the implementation of inclusive education policy for Children with Special Needs at the Department of Education and Culture of Padang City. Inclusive education is a strategic effort by the government to fulfill the right to education without discrimination. This research is motivated by the persistent challenges in policy implementation, such as inadequate facilities, limited availability of special education teachers, and lack of cross-sectoral coordination. The study aims to examine the implementation process, identify the obstacles encountered, and analyze the efforts made to address these challenges. Using a qualitative descriptive method, data were collected through in-depth interviews, observations, and documentation. The findings reveal that, while the number of inclusive schools in Padang has steadily increased each year, the qualitative aspects of implementation remain suboptimal. Key issues include the lack of supporting infrastructure, insufficient teacher training, and limited understanding of inclusive education principles among schools. Furthermore, public awareness and technical policy support from local authorities are still lacking. Efforts to address these issues include teacher capacity-building programs, improved coordination between stakeholders, and regulatory strengthening. The study concludes that the success of inclusive education policy relies heavily on sustained collaboration among the government, schools, parents, and the broader community. A strong and continuous commitment is essential to ensure that all children, including those with special needs, have access to dignified, equitable, and appropriate educational opportunities.
